fix((rust analyzer): autoupdate and installation. Update to 2021-10-18 (#2797)

Rust Analyzer now distributes via a GZ file instead of sharing an exe as before

Also previously autoupdate was missing. Both issues were leading to Scoop being unable to update Rust Analyzer
