fix((rust analyzer): autoupdate and installation. Update to 2021-10-18 (#2797 )

Rust Analyzer now distributes via a GZ file instead of sharing an exe as before

Also previously autoupdate was missing. Both issues were leading to Scoop being unable to update Rust Analyzer

Core manifests for Scoop, the Windows command-line installer.

How do I install these manifests?

Just scoop install <manifest>. This is the default bucket for Scoop and is added by default.
