The rust-lang.org /archive/ endpoint does not provide the *current* version, only previous versions. This prevented scoop from auto-updating until a new version was released (always one version behind). This commit also adds arm64 architecture to the rustup-msvc and rustup-gnu manifests. As rustup.json and rustup-msvc.json are identical, I suggest that they be consolidated into one. See #6605.

Just do scoop install <manifest>. This is the default bucket for Scoop and is added by default.
