busybox: do not add '-l' flag in bash shim (#1530 )

"bash -l" changes directory to the home directory
instead of remaining in the current working directory.
It should not change directory when "bash -c" is executed
to run a command in the current working directory.

Core manifests for Scoop, the Windows command-line installer.

How do I install these manifests?

Just scoop install <manifest>. This is the default bucket for Scoop and is added by default.
