Removes 32bit which is no longer available. (Added the last 32bit version to Versions, see https://github.com/ScoopInstaller/Versions/pull/1728) Updated checkver as iperf.fr no longer serve binaries, using linked site instead.

Just do scoop install <manifest>. This is the default bucket for Scoop and is added by default.
