confluent-cli: Add version 3.28.0 (#4984 )

* Add: confluent-cli version 3.24.0

* Fixed checkver as the homepage was not the github page.
Removed autoupdate.hash as it is not published.
Updated to 3.28.0

* Added link to checkum file

Scoop Main

Core manifests for Scoop, the Windows command-line installer. For manifests that fit the Main criteria.

How do I install these manifests?

Just do scoop install <manifest>. This is the default bucket for Scoop and is added by default.

How do I contribute new manifests?

To make a new manifest contribution, please read the Contributing Guide.
