Upstream broke their tag naming scheme, and pushed a build fix for x64 specifically Manually updated download url for 4.9 specifically. Also fixed issue in checkver preventing future auto-matic updates (assuming upstream tags nicely)

How do I install these manifests?
Just do scoop install <manifest>. This is the default bucket for Scoop and is added by default.
