yasm: switch checkver and downloads to GitHub instead (#2798 )

GitHub checkvers would usually be easy to maintain and we would not have version update problems in case the website changes for example
Easier for maintenance

Scoop Main

Core manifests for Scoop, the Windows command-line installer.

How do I install these manifests?

Just scoop install <manifest>. This is the default bucket for Scoop and is added by default.
