radius: Add version 0.31.0 (#5477 )

* radius: Add version 0.29.0

This change adds the [radius](https://github.com/radius-project/radius) CLI tool to the bucket.

* Update to 0.30.0

* Accept recommendation to move `bin`

Scoop Main

Core manifests for Scoop, the Windows command-line installer. For manifests that fit the Main criteria.

How do I install these manifests?

Just do scoop install <manifest>. This is the default bucket for Scoop and is added by default.

How do I contribute new manifests?

To make a new manifest contribution, please read the Contributing Guide.
