* Ruby 2.4.1-2

* ruby: fix checkver and add autoupdate

* ruby: improve setup

- rake is required for ridk to work
- add suggestion for scoops msys2
- add notes for installing msys2 and the toolchain

* msys2: add note for the first run setup

* msys2: add to path (required for rubys ridk to find it)
